v1 : Geant4 Dark Bremmstrahlung from MadGraph

This is the foundational release for G4DarkBreM and shows that we expect it to be ready to be used elsewhere. It includes thorough documentation website as well as three executables useful for testing how the model behaves.

Just Running Pre-Release

This is the foundational release now that I've copied the code we are focusing on out of tomeichlersmith/ldmx-sim-technique.

I have been able to confirm that this compiles within that repository and runs DMG4 and G4DB simulations. I still need to validate that this technical changes do not lead to any physical changes and I need to update the notes and documentation.
