For English speakers: The issue that arose is that the save file wouldn't actually update despite editing it using this tool. The solution I found was to run the TS SE executable file as an administrator, and it worked. Also keep in mind: the game won't recognize that the save has been modified until you actually load the save. Example: before using this tool, my save file was at level 6. I changed it to 21 using the save editor. Upon launching the game, prior to loading the save, it said that character was still level 6.
