Save Edit will not register in game after mod manager switch around.

Hello! I am trying to figure out why the tool is not working properly. I edit the manual save file and the game does not recognize the save edit. I switched some mods around in the mod manager folder and since then I haven't been able to get it to work since. In the tool log it is saying that it was saved to the game but in ATS nothing has changed.
