It shouldn't be too bad to set-up github actions to test any new PRs to make sure tests are passing before hand and code compiles on a number of different platforms. Additionally, I believe we can even set-up some ways to check and make sure that new code conforms to the uncrustify scripts.

Worked out all the details in ExaConstit so this should be super easy to implement in ExaCMech.
