Steps To Reproduce / any other info:

The apkallu fletchings sell to shops for 1052 gil, and the AH website does have a high price for singles, if you follow the link to the wiki it says they sell for 3-4 gil each to shops. Not sure if the price difference is known and on purpose or not.
