localhost:80 belongs to a host web server. Instead, should use 127.0.0.100:80 or something.

One downside of this is that containerized LAVA can't automatically start on system boot (if apache2 is also installed on the system). (Disclaimer: I don't know if there may be further issues precluding such an automatic start, but conflict with system apache2 definitely plays a role in that.)

Can we just use a different port? It is common to use something like 8080 for this kind of thing.
