Set up the basic Jekyll site, which can serve the page generated in #1 once it's ready.

This is now up and live on trips.mcqn.com, being served by nginx. I've moved the OpenTripPlanner to port 8080, so we'll be able to make calls to its isochrone API there.

The deploy, and starting OpenTripPlanner needs to be automated, so I've spun that out as #6.
