Add functionality to the bot which enables a whitelisting role to be established.

Designate a role as a whitelist role
Designated roles can propose someone to be whitelisted
Designated roles can vote on whitelisting
Designated roles can approve or deny whitelist
Whitelist can be determined based on opt-in gate (e.g. typing "I agree" in response to some text) or based on vote.
