Will not install correctly

I am on windows 10
I have a legitimate copy of the game

1. When I attempt to install it via the exe file, it says it is successfully installed but the splash text next to the version number on the main screen is not present
2. when I load my one test mod in-game (JFD Teddy Roosevelt) it doesn't appear in the civ selection menu
3. I've attempted to uninstall and reinstall every version going back to 1.0 and it still does not work
