I reviewed section 3.1.1 Digital Labs and Simulations. I think it looks great, the language is clear and I like that it is very generic (not specific to any vendors or software), however, it offers software choices (like Vagrant, Virtual Box, etc.) which would be useful to get started. We could also mention Azure and Amazon cloud services since they do offer free limited cloud services to public (which could be used by students during a single semester).
One sentence I would change (below) because I did not understand your idea there: A central clearinghouse for curating useful educational lab platforms might be beneficial to educators.
