Add information text on export controll in academia

The export control aspect is becoming increasingly important in the field of science. Of course, this also applies to data publications. I could therefore imagine that it would be helpful for our users if we pointed this out to them before publication.

"Make sure you have checked legal specifications for export controls for academic publications by the German Federal Office for Economic Affairs and Export Control."

Observation: The new information text is correctly displayed in the Publish Dataset dialog. When updating a published Dataset, the new information text is NOT displayed in the republishing dialogs.

Actions:

1. Publish a Dataset
2. The Publish Dataset dialog contains the new information text
3. Update the published Dataset
4. (Re)Publish the Dataset
5. The Publish Dataset dialog does NOT contain the new information text
   (Different dialogs are displayed if Metadata or Files are updated!)

Question: Should the new information text be displayed in the republishing dialogs too?
