Currently widget only shows voting results, but storing and retrieving user votes does not work.

Currently there is a stub profile view, that returns empty dict and voting does not work at all, because it was implemented on top of old test, which is no longer exists.

Probably this part should be fixed, but I'm not sure how, because now voting is only possible for topics, and widget allows to vote for parliament votings.
