Rubic criterion isn't populated correctly with a denominator > 4

When I add a rubric criterion and set the "out of" value to be 8, the default levels aren't given the correct values. The values are always 0, 1, 2, 3, 4. With a denominator of 8 they should be 0, 2, 4, 6, 8.
