Recoil Refactor: Make Layers and Mappings top level spec entities #228

Would be great to have a way to easily share Layers and Mappings between charts and maps.
Promote these to top level entities in the spec and develop referencing system for use in layers and charts.

This will help centralize their generation and updates too.
