[RFE] Reduce Procurement Spam

This PR has been opened to remind me of something I want to do when I get home from vacation. No further action required.

Recently I pushed some code to reduce the amount of Daily Activity Log spam from personnel xp gain. It would be pretty darn awesome if we could extend that to procurement events to get rid of this:

This would be a pretty big deal in larger campaigns and campaigns with autoLogistics enabled.

Side Benefit: this would actually reduce Advance Day times, as the fewer messages posted to Daily Activity Log the less time it takes for said log to load.
