Do we need to add a Notification to request permissions to read/update an artefact? E.g. possible ways to extend the services.

E.g. Bob want to get access to Alice's artefact but requires permissions.

Bob sends an 'Offer' (?) in some format to request access to an artefact.
Alice can 'Reject' (?) or 'Announce' in some format the requested access to Bob.
