Android/arm support?

Would love to see Android jni support for this library.

Preparation for this step was made, because we already have RaspberryPi / arm support.

My vision here is that we have the complete build pipeline set up via Concourse CI and using docker containers to have a reliable build environment. This way, it doesn't matter if a developer runs the pipeline locally or somewhere in the cloud, the result is the same. Especially if you consider how easy to setup Concourse CI is.

I've added #hacktoberfest label and maybe someone accepts the challenge here to extend the existing pipeline and we'll have brotli support on Android soon.
