Readme - outdated links update

Main readme links have been updated to link the user to correct Microchip links.
PolarFire-Splash-Kit hyper-link was renamed to MPF300-SPLASH-KIT.
The following hyper-link addresses have been modified:
* MPF300-SPLASH-KIT (link to target hardware info on Microchip website)
* Libero SoC (link to the design tool)
* FlashPro Express (link to the design tool)
