MS Learn has a few notes about using "run", "open" or (not to use) "launch" when it comes to apps.
In general, we should use "open" to refer to starting an app. But, the familiar phrase "Run as admin(istrator)" seems to be an exception to this. Is this a case of "tolerating" or is there a different reason? In any case, it would be good to mention, on all of the related pages:
