Which phase we are in - api returns something like { rounds: [{ roundName: '', state: 'edit', active: true}] }

getAllAllocationsByDepartmentAndRoundId returns [{userId: 5456, allocated: 1}, {userId: 5457, allocated: 2}]

getDpartments -> amountOfTotalAllocation
