dreamsdb should have an option to start from backup #32

reproduction steps

have something you want to investigate in an old DB backup
you have the required backups Google storage url

expected

edit staging environment values, set a value for the DB import URL
on deployment, the dreamsdb pod will start an immediately import the dump from the given import URL

actual

might have this option, maybe not easy to use or need some polishing
