Additional payload field for admin contract methods

Proposed feature

Add a payload field to the methods of the admin contract, which can be used to pass things like user id, eligibility data, or a reference to off-chain storage

Why

Currently, the admin contract only has minimal information in order to make a decision to approve or deny a given action. Allowing for more data which can be specific to the token will allow richer features.
