Support non-block producing node

Problem

Currently non-block producing node is not supported. We need to add it.

Acceptance Criteria

It is possible to create topology that includes non-block producing node.

So this would be a non-seed and non-block producing node, right? It's curious that integration tests don't use nodes like this 🤔
