Upgrading site

When we started this site, we deployed with the default GH Jekyll setup. This prevented us from having signatures and content in different files. We are planning to refactor the site to Hugo to allow signature updates without modifying the core content.

• We'll be able to track core content changes more easily
• The site will be easier to navigate.
