mdb-346 doesn't download datasets. Deprecate and redirect to https://ride.jtafla.com/gtfs-archive/gtfs.zip

Says it's an invalid ZIP URL, which is interesting, because when I manually download it, it works, but it also redirects me to the gtfs-archive web page. Example for #216
