libtinfo5 was dropped completely in Ubuntu 22.10.

Installing it manually from Ubuntu 22.04 seems to work, but is not ideal:

wget http://security.ubuntu.com/ubuntu/pool/universe/n/ncurses/libtinfo5_6.3-2ubuntu0.1_amd64.deb
sudo dpkg -i libtinfo5_6.3-2ubuntu0.1_amd64.deb

This issue probably resolves itself automatically by updating libclang.
