When the CNS rebooter implant is installed, sometimes the user will not be able to move with any speed, let alone run, as if they had no stamina, even when they have full stamina. This can be fixed in-round by removing the implant then forcefully updating the stamina (by shoving the afflicted against a table)

duplicate of #1739 and #1697. also pretty sure this is not related to the CNS rebooter at all. this happens if you slip, fixes itself if you lose stamina after. i personally failed to replicate it happening when slipping, but could be related somehow as i remember it doing that when i slipped some time. if possible if you can replicate it again, does it happen ONLY after you put the implant in? (the last step of the surgery)
