Reproduction:

step 1: open telecommunications server monitoring console
step 2: tune to tcommsat
step 3: pick a server
it does nothing.
step 4: close UI
step 5: reopen UI
its now a blank box with a hazard stripe at the top.
"fix"able ingame using a screwdriver to reset the console, but its broken still and you cant sniff comms using it.
