Reproduction:

With ~12 recipes, I deconstructed the chem dispenser and changed its battery before reconstructing it. All of my recipes disappeared and no settings on the chem dispenser held over.

Deconstructing deletes the machine and replaces it with parts. Of course it isnt gonna retain the recipes. It is a whole new machine. Try an RPED next time.
