Describe the bug
Reported on Reddit:

After changing the location configuration on home.mycroft.ai they initially thought the config wasn't updating at all, however then found

Timezone did appear to update after about 30 minutes. Maybe less, I wasn't watching it like a hawk after 15.

Expected behavior
Device config / settings should update promptly - generally no longer than 1 minute.
