"Is it raining" will be handled, as well as "does it snow"
TODO: italian translation
Rename precipitatio.today.dialog to precipitation.today.dialog
Also refactored the request overall procedure. Now there is a seperate function to determine which dialog to choose

Likely the italian translation for todays forecast will not be correct.
