Allow veda-features-api deployment in existing VPC #23

The current terraform implementation creates a new VPC however there will be cases when we want to deploy in an existing VPC.

Acceptance Criteria:

  • include terraform code that allow veda features api to be deployed in an existing VPC
  • test deployment in uah veda account

Because of the EIS fire specific deployment of veda-features-api we've decided to abandon #22 and instead fork that repo for the ghgc features deployment. The new repo is here: https://github.com/NASA-IMPACT/ghgc-features-api

The test in uah has been deployed: https://ghg-dev.delta-backend.com/

For ghgc, we've decided to fork the veda features api repo to avoid any conflicts with the EIS fire deployment: https://github.com/NASA-IMPACT/ghgc-features-api/tree/dev
