Create developer documentation on using "Don't ask again"

Inherited from #689 . There is already developer documentation for using the "Don't ask again" feature in https://github.com/NEAR-DevHub/neardevhub-bos/blob/main/docs/developing/dontaskagain.md. Ensure that this documentation is complete, by asking other developers to follow this when implementing new features, and then update with the missing info to ensure the user experience and test coverage.
