ADDED SURFACE VARIABLES REQUIRED BY NCEP TKE-EDMF

The shflx, lhflx, wind, thv_atm, thv_surf variables are passed
from the surface coupler to the atmospheric model as required by
the NCEP TKE-EDMF scheme.
