Ultimately this is the first of three targets:

  1. Get some format that can be used to get current t-route to run and produce output like it was supposed to in v3
  2. Match NWMv3 output
  3. Final desired NWMv4 formats (maybe sliced differently/axis with postprocessing to Sample data for ngen. #2)

Figure out how to get to 1.
