Update workflow for generating terrain-derived parameters

We currently use the workflow detailed in params/ to generate terrain-derived parameters (e.g., the topographic wetness index, TWI). This relies on the external dependency TauDEM and an older version of the Nextgen hydrofabric. We should update this to use the same processing workflow as with the rest of the parameters and attributes in the hydrofabric package. Once this is achieved, we can remove the params/ directory.

Current behavior

Terrain-derived parameters are generated in the params/ directory.

Expected behavior

Terrain-derived parameters should be generated using the hydrofabric workflow.
