Clearing the data directory PowerSystemCaseBuilder makes, to force it to rebuild all systems from scratch, is often a good troubleshooting step. Something similar can be done for individual systems with force_build, but sometimes one wants to clear the entire cache. I've walked people through how to find the data folder for the particular version of PSB that is giving them the error a few times recently, and I think it would be useful to have a function that does it.
