GitHub Actions in need of updates

while attempting a python release, there were multiple failures with our build-release action:

• ci build tool moving to python >= 3.11 (warning)
• actions/{upload|download}-artifact@v2 is deprecated (error)
• with change to actions/{upload|download}-artifact@v2, artifact name must be unique
• actions-rs/toolchain@v1 is an archived github project, migrate to another option (such as this)
• failure uploading to pypi (error below) - fails possibly due to the long name of the artifact

We also got a deprecation warning from PyPI for our latest release.

In the future, PyPI will require all newly uploaded source distribution filenames to comply with PEP 625. Any source distributions already uploaded will remain in place as-is and do not need to be updated.

Specifically, your recent upload of 'nrel.routee.compass-0.9.0.tar.gz' is incompatible with PEP 625 because it does not contain the normalized project name 'nrel_routee_compass'.

We might be able to fix this by:

• use python 3.12 with maturin to build our source dist (currently using 3.9)
