RTX 3050 is from 2022 and working on Ubuntu 22.04

Issue.
When the fans start running, the right fan starts first.
1. I don't have the option to select a fan in the settings.
In " Thermal Settings " I can change the fan speed.
At 44% speed, the fan spins and slows down. ( right fan )
2. The fan does not rotate at a constant speed. ( Only at low speeds. )
At low speeds, it spins in an ellipse instead of in circles.
The sound of the fan starting up was like scratching a hard drive.
I increased the fan speed because it was quieter then.
After two months, the sound does not seem to make noise anymore.

Can anyone confirm the problems?
Can I make the fan spin more evenly at low speeds?
