USE_ATM_ENS_PERTURB_FILES, USE_OCN_ENS_PERTURB_FILES not added to config.fcst, namelist incorrect

Hi @NeilBarton-NOAA - It seems like the code for using USE_ATM_ENS_PERTURB_FILES is still not quite right. In sfs_defaults.yaml, under stage_ic,

USE_OCN_ENS_PERTURB_FILES: "YES"
USE_ATM_ENS_PERTURB_FILES: "YES"

and the increment files are staged to the intermediate data directory. However, there is no corresponding set of entries for the fcst task, so the increments are never copied to the run directory. I tried adding them to the fcst block in sfs_defaults.yaml, but for some reason that did not result in them getting added to the config.fcst that was created in my $EXPDIR. Only when I added them manually to config.fcst did they get copied into $RUNDIR and the namelists get updated. I'm not sure where else the logic needs to be updated for this to work correctly, but it seems like it is whatever code generates config.fcst.

This option was moved to the base config file because it is used on stage_ic and the forecast

@NeilBarton-NOAA - Just to be sure I am in the right place, what hash should be on at this point? Should I update to 6223029 ?

I ran into compile issues and updated to merge with dev. Assuming the compile now works, please update to the latest. Note, I have to start over in my runs and we will be at the same hash

Ok, good to know. It looks like the various submodules didn't change and this is just the global-workflow hash?
