Objective

Similar to ovos-docker, separating PHAL from admin-PHAL allows neon_enclosure to run as non-root.

Initial Implementation Requirements

  • Separate neon_enclosure into a non-privileged and a privileged container
  • Change neon_enclosure (non-privileged) to run as a non-root user
