基于gateway灰度方案，如果网关有新功能需要上线，比如说api限流，网关需要重启
这样的话，网关如果重启的话，服务就不可用了。
那么网关如何动态更新？

需要前置一个Nginx的网关对Spring Cloud网关做灰度，不过Nepxion Discocery目前并不支持这个功能
