Let regular guild members submit images for the rotation

I like to involve my community in submitting pictures to use in the rotation. As it is I just leave it open to them posting or sending me an image to use. I don't know how this could be incorporated into the bot though

If possible, the bot could index a channel for media, possibly only looking for messages with a configurable amount of reactions (like a starboard) to help filter by popular vote.
This would mean you wouldn't need to store the images on bot's server and it makes sense for the images to be stored on the same service as the bot anyway :)

I like the idea of a community voted pool a lot! I'll try and get that to work :)
