Minimum Order Value and Minimum Order QTY is required

We have some of the small retailers who are ready to deliver across India.
In such cases, lets take an example for the Organic Grocery shop. If the order amount is Rs. 80 and when the customer adds the same to the cart and on seeing the Delivery charge which is Rs. 65 , Customer will not be interested to buy the same and might not even look up for the same provider's products again.

If Its inter city orders, delivery cost is high . Merchant might not be able to deliver the order value of Rs. 150 from Bangalore to Delhi paying more than the order cost for the Delivery.

Defining Minimum Order Value and Minimum Order QTY in these cases will help.
