named-graph URI of a Notice is not the same as the Notice URI #81

The named graphs of a notice currently use the publication ID, taking the following form:

http://data.europa.eu/a4g/resource/2024/00675333_2024

In contrast, the URI of a notice currently employs a UUID. For instance:

http://data.europa.eu/a4g/resource/id_4fb9da7d-83f0-4548-960a-ae791964ddab_Notice

Should they be the same?
If so, which one?
