Setup and configure code repositories

What needs to be done?

• @kbp-di explains the projects structure
  • (is there a frontend and backend? a queue-engine etc. or is everything located in a monorepo?)
• The correct repositories are created, i suggest we use our https://github.com/OS2offdig/os2-project-template
• Configure the repos with Logos, description
• Create a proper and wellmade README including documenting clear codebase objectives:

Created the repos from templates, still needs actual content.
