Describe how to open import GEOLOG segments into PostGIS

We need to improve documentation on how to generate data for the GEOLOG import. The first step is to describe the steps to import DEINFO_SEGTOS_212.shp into PostGIS. I think shp2pgsql is the right tool.

Which SRC should we use? Below there is one proposed at the wiki, but seems displaced:

+proj=longlat +ellps=aust_SA +towgs84=-67.35,3.88,-38.22,0,0,0,0 +no_defs'.

I updated the wiki with a projection that looks better:
+proj=utm +zone=23 +south +ellps=aust_SA +towgs84=-86.35,3.88,-38.22,0,0,0,0 +units=m +no_defs
