Idea

In the current workflow, the storage_costs.csv allows for different capex cost values for storage technologies by year with in-between cost values being interpolated. Although an important model feature, the fact that this is only developed for storage but not for other technologies (e.g. transmission, power plants) leads to a significant model bias.

Suggested Soltuion

To allow for user defined growth rates, in absolute (nodal) and relative terms (nodal and global), for a set of key parameters (e.g. capex costs, fixed O&M costs, variable O&M costs, efficiencies). For the time being a constant cost value for storage will be integrated as a temporary fix.

Top chart shows the default IND scenario with equal costs for batteries across the model horizon, second chart with decreasing cost values.
