[FEATURE] Mixed technology capacity expansion targets in absolute values (GW)

Idea

To allow for mixed technology capacity expansion targets in absolute values (GW). E.g. certain countries have set expansion targets of solar+wind by 2030, yet, to my knowledge, currently we can only set constraints at the individual technology level through TotalAnnualMinCapacity[r,t,y].
