[FEATURE] Mixed technology capacity expansion targets in relative values (%)

Idea

To allow for mixed technology capacity expansion targets in relative values (%). E.g. certain countries have set expansion targets of solar+wind by 2030 in relative terms (e.g. at minimum 35% of total installed capacity).
